Breast Cancer Health Coalition PAC (BCHC) – FAQ

What type of organization is BCHC?

Breast Cancer Health Coalition PAC (BCHC) operates as an independent-expenditure political committee focused on advancing federal policy priorities related to breast cancer and healthcare reform. BCHC engages in political advocacy by supporting federal candidates who demonstrate leadership on legislation impacting breast cancer research, access to care, and related health initiatives.

What is an independent-expenditure (Super PAC)?

Independent-expenditure committees, commonly referred to as “Super PACs,” are permitted under federal law to raise funds from individuals, corporations, labor unions, and other organizations without limits on contribution amounts. These committees may spend funds independently to advocate for or against federal candidates but may not contribute directly to candidate campaigns or political parties.

Can BCHC coordinate with candidates or political parties?

No. Under Federal Election Commission (FEC) regulations, independent-expenditure committees are prohibited from coordinating directly with candidates, campaign committees, or political parties. This restriction exists to prevent coordinated campaign activity or any form of quid-pro-quo arrangement between donors and elected officials.
However, federal guidance allows candidates and PAC representatives to discuss policy positions or campaign-related topics through public channels such as news media and public statements.

How does BCHC conduct its advocacy work?

BCHC supports federal candidates who have demonstrated support for, sponsored, or co-sponsored legislation addressing breast cancer research, healthcare access, and policy solutions impacting those affected by breast cancer. Advocacy and fundraising activities are conducted independently and in accordance with all applicable federal election laws.
